Day 216: SK Governance v.3.0


We invited Barangay Kagawad Ricardo Marcillana to lecture about the functions and duties of the Sangguniang Kabataan (SK) Chairman during the second session of SK Governance program. One consideration of having him as speaker about this topic is his SK Chairmanship in the past. He was once an SK Chairman, and really has had his notable impacts on SK legislation and execution.

Powers and Privileges.


 I thought once you were the SK Chairperson you will only earned P 17,000.00 a month, and nothing more. But, from what the speaker says…I’m wrong because they have more than that, means they don’t just earned their salary a month but they can also avail lots of privileges that can be offered. The privileges of the SK Chairperson is also the same to the barangay Kagawads, I was so amazed! It only means that what can the barangay kagawads have, could be equally the same with the SK Chairperson. Except with the title and the salary they earned. But if we think they’re lucky…. They’re not! Because of the big responsibilities they are facing.

The privileges the SK Chairperson can get are the following: Clothing allowance for their everyday used, it will be their uniform as well. Travel allowance for their trip every time they will attend or join a training seminar or a meeting. I’m not against to it because it can help a lot to our SK leaders for their more knowledge and experience. It can boost their confidence and it can make them responsible leaders. And they will also have a year-end bonus.

It’s also good to know that every time you earned you’re salary you also, earned something from your insurance like PhilHealth once you’re hit by a truck or get an accident while your walking in the sideway. The deduction from your salary, for your insurance is a big help to you, can you imagine a 17 year old SK leader already have a PhilHealth, GSIS, SSS or any other institute can be a big help to you. It’s so amazing! Because not all the professionals, government employee or small time businessman have this kind of medical insurances or privileges. The SK Chairperson is already equipped and secured for whatever may happened. And aside from that, the SK Chairperson or SK kagawad can also avail a free Scholarship, no tuition fees to make our headache.

Power? The SK Chairpeson also have the power or influence once your making decision or making an ordinance. They have the voice in the baranggay council to be heard. Running for the SK Chairwoman I know would not be easy as I or anyone imagined. But this is my dream not because of the salary I can earned but because I want thus and I want to have the voice to be heard for the youth and I want this because I WANT TO SERVE.

Day 217: SK Governance v.2.0


Seventeen individuals attended the first session of the SKGovernance training. These young people consider running for a position in the next Sangguniang Kabataan election.

Mrs. Bella, of Department of Interior and Local Government (DILG) General Santos City, gave lecture about the General Provisions of law for the Sangguniang Kabataan. She provided the history and duties of the SK, as a whole. After her discussion, we proceeded to an activity where they were divided into two groups.

One group will conceptualize an activity they have seen lacking on the SK programs; the other will criticize a program implemented by the SK during this term. Their output is as follows.

Conceptualize.


Since the Sangguniang Kabataan attends SummerKadahan every year, some youth in barangay Fatima felt the need of having a program that will not only tap basketball and volleyball players in the barangay.

The youth who had participated the first session of the SK Governance program made a concept they think can fill this need. They bulleted their ideas as:

"Program Title: Pasundayag sa Fatima

  • This program intended only for the KK and SK Officials.
  • This aims to develop and enhance multiple aspects of the youth.
  • For example socialization meetings, physical and environmental activities, which may include fund raising.
  • This program should be done during summer-break. This should be observed so conflicts of schedule will be avoided, if not lessen."

Criticize.


The other group selected to criticize the annually celebrated Linggo Ng Kabataan. It is originally written in mixed Cebuano.

"Not every youth in barangay Fatima participates all of the SK activities. One reason we can think is the non-exhaustive information dissemination of Linggo Ng Kabataan. Even some of those who participated did not really enjoy the activities. Also, not everyone joined the Sumbanan Awards Night because they can’t afford the required formal attire to be worn.

The next time, we suggest that they should give value to the activity in the sense of information dissemination, that is, every youth should know of the activity. In addition, they should ensure that the activities conducted are relevant. These activities should have impact to all of the young people in the barangay. Those who have participated should not be the only ones who enjoy. The attire during the Sumbanan Awards Night should be as general as possible. It means that the dress code should be available to all or that they already have one."

Day 218: I Can Lead


iLead (Intentional Leadership) is a program of the Sangguniang Kabataan (SK) of Barangay Fatima to address growing needs of Purok SK, or Purok KK (Katipunan ng Kabataan), administration.

The program is annually conducted for the following reasons:

Purok Update.
In the past two years iLead made it possible for the puroks to present updates to the SK and their neighboring puroks. Though we receive feedbacks from the puroks as frequently as they can, the iLead makes updating as demonstrative and creative as possible.

One way of doing their updates during iLead is with the use of multimedia presentations with their purok representatives narrating the timeline and notable events.

CONDUCT YOUR SK PUROK MEETING. Here's a suggestion!

Skills Enhancement.
Even running a family necessitates skills. On the previous iLead we had imparted basic management/administration skills for the Purok SKs. One significant topic included was Parliamentary Procedure and Drafting a Resolution.

The session was made possible through the expertise of General Santos City Legislative Officer, Mrs. Rosalina Mondido. If you can remember, she was a member of the panel during the Sumbanan Awards 2012.

Gift and Leisure.
We appreciate every initiative from our Purok SK leaders. During iLead, we do whatever possible to give them a break. This also, in a way, is a gift from the community to them as primary movers of their puroks during anniversaries, fiestas, summer leagues, etc.

During the iLead, we save the last night for a Pasundayag Night. (Details will not be exposed, however, is available upon request.) Also, we prepare competitions and team-building activities for the youth leaders on the last day.

After iLead.


Participants of our iLead returns their thanks to the community by helping the Sangguniang Kabataan during the whole of the youth activities during Kal’ton Festival. Moreover last year’s iLead participants helped us implement our Summer of Service program.

iLead raise to the power of 3.


iLead will be on its third year. We are expecting to have representatives from puroks as People’s Organization (P.O.), Non-Government Organizations, and DSWD affiliated youth groups.

Sessions on managing and growing organizational finances will be one of the lectures. Current local issues and concerns will also be discussed. Furthermore, moral recovery sessions will be undertaken.

We commenced with our SK Governance Program yesterday. It included our orientation and opening program. The result was far from success but we will still endeavor to completion.

Updates will be posted in this site as well. We are also expecting to post write-ups/outputs from our future Sangguniang Kabataan (Youth Council) members.

Day 230: Barangay Fatima Chooses Philippines


Places. On my past posts it can be assumed that taking vacation on places abroad is fun. Today, if your really had followed these two posts, you will realize it really is fun!

However, in spending the last days of summer you need not go abroad to experience fun, education, and produce perfect moments. The Philippines in itself is a bounty basket of all these.



Through the iLead (Intentional Leadership) Training & Seminar Year 2 & the Linggo ng Kabataan 2012 our youth displayed jovial thoughts and concepts of travelling the Philippines.

During the last night of our iLead2 we had made the purok leaders of our barangay who joined the training interpret Angeline Quinto’s “Piliin mo ang Pilipinas” track. We had so much fun!









Last year’s celebration of Linggo ng Kabataan made the promotion more felt in barangay Fatima through a dance competition during the Cultural Night. This video was recorded during the said celebration. I would like to thank Chairman Wawa for sharing this.

Though our Sangguniang Kabaatan Governance program is nearing commencement, we still afford to prepare for iLead3. We are very excited to equip our young people with fresh knowledge and ideas to progress leadership and service to their respective purok.
